a. Driver's license or identification card issued by the Florida Department of Highway Safety and Motor Vehicles.
b. Passport issued by the U. S. Department of State.
c. Passport issued by a foreign government, if stamped by the U.S. Department of Justice, Immigration and Naturalization Service.
d. Driver's license issued by a territory of the United States, another state, Canada or Mexico.
e. Identification card issued by a territory of the United States or a state other than Florida.
f. Identification card issued by any branch of the U.S. armed forces.
g. An inmate identification card issued on or after 1/1/91 by Florida Department of Corrections for an inmate who is currently in custody of the Department.
h. A sworn, written statement from a sworn law enforcement officer that the forms of identification for an inmate in an institution of confinement were confiscated upon confinement, and that the person named in the document is the person whose signature is to notarized.
i. An identification card issued by the U.S. Department of Justice, Immigration and Naturalization Service.
Florida also permits Notaries to accept expired IDs from a signer provided the expired ID was issued within the past five years and includes a serial identifying number.
A notary can use one or two credible witnesses with IDs to prove the identity of the signer.
There are two options - most people do not know the notary and so they need two witnesses.
The law requires One credible witness who personally knows the notary and the signer.
Or
Two credible witnesses unknown to the notary but who personally know the signer.
In either case, the credible witness(es) must have IDs and will have to make a sworn statement verifying the identity of the signer.

YES ! Florida is one of only three states (the other two are South Carolina and Maine) who authorize their notaries public to "solemnize the rites of matrimony." §117.045, Florida Statutes. The Florida notary may perform a marriage ceremony providing the couple first obtain a marriage license from an authorized Florida official and may only perform such ceremony within the geographical boundaries of Florida.
Yes ! As long as the ship is in Florida waters at the time of the ceremony. The legal definition of “Florida waters” is somewhat complex, but is generally stated as three geographic miles from the coastline seaward on the Atlantic Ocean and nine geographic miles from the coastline seaward on the Gulf of Mexico.
